picture gallery application

My friend has a Mac and he showed me the iPhoto application that creates a picture gallery on html. You can specify the resolution of the thumbnails and how the pictures are arranged in a row, etc.

Is there an application out there for Windows like that? I checked around and found http://gallery.menalto.com/ but that requires PHP. I'm looking for something that is a stand-alone and creates static html files. Anything out there? Please share. Thanks.

J Album is a good lil program, i cant remember where i got it from search on google if you want.

The less expensive Photoshop Elements does it as well.
