Problem with new motherboard`

I have recently purchased a new SOYO Dragon KT600 plus with a AMD Athlon XP 2800 processor. When I use one power supply, it does not turn on at all. It will turn on with a second power supply I have, but only for a few seconds before shutting down. I was wondering if it was jumper settings, the power supplies I have, or the motherboard itself. Any help would be appreciated.

SOYO boards often will shut off if they don't see an RPM signal on their CPU_FAN header. That is their default behavior, but you can tell them to run whether they see a fan-RPM signal or not. To get into the BIOS without having to plug an RPM-reading fan in, hold down the Insert key before and during power-up, then go into the BIOS and disable F.O.C. (Fan-Off Control). If you have trouble finding it, LMK and I'll help you figure out which part of the BIOS menus it's in.

Also, double-check that you got the heatsink installed in the correct direction and ask yourself if you remembered to take the plastic cover-slip off the thermal patch (if your heatsink has one). A CPU with a reversed heatsink or any other thermal-transfer problem will overheat extremely quickly and force the motherboard to power off. Yeah, SOYO Dragon's are known for not powering up if a CPU fan RPM of at least 3000 is not detected. Check the specs of your CPU fan to see its max/native RPM.
