Problem with NIC grabbing IP address

I'm working on a Dell Dimension 4500 P4. I'm trying to figure out why the NIC is not grabbing and IP address from the DHCP server. I've tried uninstalling the NIC drivers but that didn't work, I've tried adding another NIC card but it's the same problem. In the NIC settings it's already set to dynamically accept IP address. I think, I mean I know that there is something wrong with the Windows XP Home from not letting it grab an IP address. Does anyone have any idea on how I can fix this without having to format the system??

check the network cable and make sure it's good. also test cable and switch port with other systems to see what happens.

if all the cables and what not are fine, make sure your dhcp server is actually enabled. if it isn't, try setting a static IP.

I've checked all that already. Its definitely the system, but I want to know if there is anything I can do besides formatting the system to fix it. I know that formatting the system will fix it and I know that there is nothing wrong with the NIC
