Program start up lags

I am troubleshooting a pc for a friend and cannot figure out the cause of a annoying problem.
Any time I double click a program to open it, it takes a long time for it to start. Once open, it performs extremely well.

pc specs:
XP sp3
e6400
2bg ram
ecs mobo
7800gt gfx

I even swapped the mobo and performed a repair install of XP and the problem persists. this led me to think its a program running in the background. There are no antivirus or system monitoring programs installed. its a basic Office/internet computer. i am really at a loss and hope someone has ran across this problem as well. Your help is greatly appreciated.

Post a pick of the processes, also is it every program or just a certain one?

yes every program experiences the problem. Including Paint, task manager and even the minimal, notepad.

as you can see in the pick there are two task manager processes. One was working, the other still had not loaded.

maybe try going into msconfig and try stopping some programs from running at startup? I only say this because your process list is loooonnnnngggggg.
