Don't worry so much

Just connect it to your system, and if it really doesn't work, then you return it to your retailer or RMA it.

The same thing happened to me.
I bought a Compucase that came with a HEC power supply, but I also bought a new much more powerful Enermax power supply. I connected the Enermax to the case, plugged it in and tuned it on. Nothing happened. The fans didn't move. I then thought something was wrong with it so tried the HEC and the same, nothing happens.
After I connected my motherboard everything works great.
The thing with power supply is, they have a sensor so as long as they don't feel a motherboard connected to them they don't work.
Try it again after you connect a motherboard to it.

^^^^ Is Correct a Power Supply Wil NOT Fire Up unless it is connected to a MotherBoard Or you short the proper Wires on the MB connector (Not Recommended)

Plug it into a MB you dont need to put it in a case just open your case and exchange it with the MB plug.

ATX PSUs don't power up just from connecting to AC - the green (remote power) and any black (ground) wire in the ATX connector have to be connected briefly (which is what the power button on your case does). This power-up method is done to protect the PSU as most switching PSUs don't like to be powered without a load. In the old days, some AT PSUs came with an appropriate dummy load just for that purpose (in case you powered up before connecting some devices, it wouldn't blow up). Most recent ATX PSUs are protected against PEBKAC disaters, e.g. being powered up w/o a load, but NOTHING is totally FOOL-proof...
