PSU recommendation for new build

What you want is something made by SeaSonic in the 500W range, give or take.

The EarthWatts unit you linked is made by Delta, which is good, but PSUs using single 80mm fans are rarely quiet under load. Most PSU manufacturers have moved to using single 120mm or larger fans.

Given the rebate and promo, i would recommend PC P&C MK III 600W. Seasonic-made, powerful and quiet, modularity & good looks as bonuses. $57 after promo and mail-in rebate, that's an excellent price for a quality 600W unit. Since that's only $7 more than the delta-made Antec which is less powerful, has a shorter warranty, isn't modular and lacks a power cable, the choice is easy

This one sounds (and looks) great! Especially the deal going on with it now. My question is I've never owned one that has a fan on top and bottom of it. do I need to find a case that has a mesh top/bottom? Does it pull in air or push it out? Is 80 bronze good?

Heh, it doesn't have a fan on top and on bottom. The internal components take up the space on the bottom. The fan blows air into the PSU, and the hot air is exhausted via the back of the unit. You can install the PSU with the fan-side facing up or down, there are good reasons for both setups. Of course, if your case doesn't have a mesh on the bottom for the PSU fan, there's only one way to install it.

80+ Bronze is good, no worries there. You usually get diminishing returns for higher efficiency ratings such that you end up never saving enough in electricity costs to justify the up-front increase in price. Efficiency has nothing to do with reliability and quality, those are judged on other merits such as voltage regulation.

The fan makes sense. Thanks for the clarification. This is my first nice build.

I agree, don't put the PSU upside down on carpet. It won't cool as effectively and it'll take in more dust as well. Facing the fan up you can avoid dust entering the PSU as long as the same is true of the rest of your system. The best way to build a dust-free system is to have have filters on all intake fans and a higher airflow in than out so that positive air pressure will push air out via all unfiltered openings (such as unused expansion slots). Unfortunately, Phantom 410 doesn't have any filters on the case fans by default - a major shortcoming compared to many other cases in this price range. You'd need third party filters if you wanted to keep it dust-free.

Newegg has then Seasonic X650 Gold on sale for $99 (sale ends 5/9) and after shipping it is $104. Great deal for a gold fully modular PSU IMHO.

600w is more than you strictly need, but at least you won't need a new PSU if you add or upgrade or overclock. I suggested the 600W PCP&C unit mainly because of its low cost at the moment. 500W should power your system fine as well, though you never mentioned what your CPU is. 400W is a bare minimum, and you'll need more if you overclock or upgrade the GPU to something that needs 2x PCIe connectors.
