This is to reduce the RPM of the fans connected to the motherboard (CPU + 2 other fans headers are on the board) when there isn't an extensive use of the CPU. Running the fan(s) slower reduces the fan noise. The idea is that at lower CPU usage, lesser heat is generated by the CPU and components and hence the fan(s) can run at slower speeds since lesser cooling is required.
IMHO, if the noise of the fan(s) is not bothering you, might as well leave it on.
