I tried bumping it all the way down to 667 and it still gave me the same issues. =(

The good thing is (I suppose) that the board will post in overclocked settings and - for the short time it works - Windows recognizes the chip at the correct speed. It just won't remain stable. Blue Screens and restarts.

On my board the NB voltages seem to be whats finicky, been messing with them a bit lately, and found that 1.467v setting seems to be the most stable.

GTL's are nothing short of a nightmare, but like the others have said, shouldn't need to mess with them at all until over 410 fsb or so. Kinda sounds like your problem is Ram settings related tho.

What strap are you using? 266/667 or 333/800 works well. In your case, you can go with 266/667 for 400FSB (8x400), which will put your RAM @1000MHz/5-5-5. Assuming your memory sticks are made of PowerChip ICs, 2.10V is somewhat high for that frequency. Try 1.90~1.95V.

Do you have some airflow around the NB heatsink?
