If you were troubleshooting to see why a pc wouldn't boot ( no fans move and no beeps ) and the motherboard light is on and swapping PSUs doesn't fix the problem. What else could it possibly be besides a bad mobo?
Strip the board bare and put it on a card board box. Remove battery and clear CMOS. Install CPU, one stick of RAM, mouse, and keyboard. If you cannot access the BIOS with a known good PSU, then replace MB.
