I'm trying to get the quietest case for my Dad, who is not using his computer due to noise... price does matter.
Any suggestions what brand is a good deal on the market now?

I will need to upgrade lots of stuff in his system but do not plan to overclock and if there is some way to build a system without ANY fans that would be interesting. Are silent power supplies available?

The quietest cases are those without any fans

Seriously tho, check out the Antec 8x0 range, they are pretty nice, space for 3 fans without any mods. And as for fans, consider Panaflo or Papst.

Also you could check out QuietPC.com, but be warned that they are quite expensive.

Don't throw the baby out with the bath water. Fans are our friends... some play nice and quiet while some are bullies and scream at you while they push you around.

If your pop's system is up to snuff as far as what he wants to do with it, I'd just do a little modding to help quiet it.
1. Remove heatsinks and replace the compound with some ASIII or other high quality goo.
2. Jigsaw out those factory "fan guards", if they can even be called that. You want nice clean empty holes when you're done.
3. Find out all the different sizes of fans that are in the system right now. Order some high quality/quiet replacements.
4. Make sure his noise problem really is fannage and not a cheapie HD screaming away. If it is a HD problem... replace it with a quiet one.

No need to spend tons of cash to get your pop going.

The problem seems to be the power supply fan -- HD is ok and believe it or not there is no CPU fan (it's a Socket7 166mHz - hehe. Is there a way to replace a fan in the existing power supply?

Don't worry just step down the voltage of the fans.

Do a 7v mod. PSU down to 7v might be a problem so you might want to cut out a hole and put another 80mm fan on it. I modded my 150w ATX PSU is in my file server to 5v, and another fan works great.
