Recommended PSU temperatures?

I have modded my 340W PSU (which came with my Chieftec case) with a lower RPM fan to reduce noise. It's running at 1550 RPM at the moment.

I have also attached a temperature probe on the heat sink inside the PSU. The temperature under full load reads 45 C (idle 35 C), and I'm wondering if this might be too much for the PSU.

Unfortunately, I never measured the temp with the original fan in, and now I have thrown that noisy fan away, so nothing to compare with.

Another question, would it be worthwhile to "seal off" the upper part of the case (with PSU, CDROM, etc.) from the lower part (with everything else) so that the heat from CPU, video card and HD goes out the 2 exhaust fans (in the lower part) instead of going up and out through the PSU?

Not sure about specific temps, are you having system stability issues?
What make/model psu is it you have?

No stability issues.

The PSU is a Chieftec HPC-340-201.

In this table I suppose it's equivalent to the HPC-340-202 (passive):

I wouldn't worry to much about the PSU temps. I'd rather trust the engineers that designed the PSU and not mess with its cooling fans. The most I did was remove the grills for less noise and more airflow.

On your second issue, I've seen stuff on the web about packing foam into the empty spaces inside the case. I think in the end it didn't really affect much, so it wasn't really worth the effort.
