What I would like

Modular
Some what "future proof" (As In it will last me 3 years while upgrading the rig)
Long Cables for a Full Tower case
At least 1 8 Pin PCI-E Connector and 1 6 Pin PCI-E Connector (I'm not sure if getting a PSU and just using a Adapter for the 8 Pin will be acceptable for Overclocking)
Moderate Overclocking on a Quad Core (I have the e6600 now but I should be upgrading to quad core in the future)
Overclokcing on the Video Card
~$200 (Or less)

I can't seem to find any PSU....

If only the Enermax Infinity 620/720w had longer cabels....

Seasonic m12 700w?

Not sure if they include an 8-pin pci-e connector now (2 6 pin when I bought mine)

Stable with a moderate oc with a power Hungry 680i board and an 8800gtx

Cables are long enough (some are a tight fit) in a p180 case. It's $209 though (@ newegg).

Will it have enough power to OC a quad core now and be future proof to last through many upgrades over the next 3 years or so?

I would get that but I doubt the Cables are long enough for a full tower case (Stacker 810)

If noise is a top priority, then the Seasonic and Corsair that people have recommended are good. They do get a bit hot, though (tradeoff for slow fan speed). I think the Enermax's are a lot quieter these days as well. Mine is over 5 years old and was a bit loud until I replaced the fans. I don't think you'll have any trouble using adapters. My power supply is ancient so I've had to use adapters for years, without any issues.

XClio's have gotten a LOT better recently, they had a few problems a while back, but they are now quite good. Also, look at the Zalman (although you may need more power).

you wouldn't need one; you can plug a 6 pin into an 8 pin slot, just the last 2 holes will be empty. it works fine, but if you want to overclock know that (i'm pretty sure) the 8 pin plugs carry like twice as much power as the 6 pin, so you would probably not be able to go as high.

What I am saying is theres 3 Options

yeah, don't use an adapter, you wouldn't need to since the source plug would provide the same power and it can work in the 8 pin socket anyway...so don't even mess with it (if they even make them). 8 to 8 would be ideal, but 6 to 8 would still be fine...if you're gonna get an x2900xt (my guess since you want an 8 pin connector) and overclock, why not just get an 8800 series card? no need for the 8 pin, better performance...

Well I figure why not get the 8-Pin if I want to get a bit more usage out the PSU in the future

I don't hear anything from it, it works wonderfully. Only problem for you is that it's not modular but personally if you get modular you are sacrificing a little bit of stability/performance.

corsair HX620 without a doubt. can do a quad core oc'd with 2x8800gtx's. legendary PSU

I recommend the enermax liberty 620, it has 22a x 2 on the 12v plus it's quiet. I've got two machines running on it. Although I'm on the noisetaker 600 today my new case, xclio windtunnel, already has a new enermax galaxy 850 ps mounted in it which I will move into tomorrow when my new hsf gets here. Hell the galaxy dwarfs every ps I've ever used and it has 5 12v rails on it. I wanted to future proof with this purchase which is why I spent a few extra bucks. Whatever you do don't skimp on the quality of your ps or you will be sorry.
