He obviously knew enough to get into the United States and to become a citizen. You're saying that Carlos has to cut the guy some slack just because he's foreign and may not know about "American" customs such as not testing your lawn mower at midnight, or having rowdy, obnoxious, drunken parties extremely late at night that are so loud you can't hear the cop knocking on the door? Yeah, sorry, I don't think so. There's a certain line between cultural differences and just being a moron, and Phong is way over that line. You'd get pissed too if your neighbor had his new subs pounding at 2am on a Tuesday morning.

Uh it's pretty obvious he stole it. Backing your car up to the construction site and loading stuff into your trunk? And not only that, but at night? He knew damn well what he was doing. <sarcasm> Yeah, I'm sure back in Vietnam, he never saw something being built so he wouldn't be able to recognize the house as such... </sarcasm>. This again falls into the realm of common sense. And why are the cops going to waste their time arresting someone for stealing $20 worth of 2x4's and bricks? They have better things to do than that.

You're the one saying that Vietnam and America have completely different cultures. I'm fairly sure that pool tables aren't an integral part of entertainment in Vietnam.

It's a weeknight, it's about 1:00AM and the party is going strong. I decide to again go speak to Phong Lee about the problem. I knock on the door and soon realize that the music is so loud that they can't hear the doorbell or my knocking. It's very cold outside and I'm VERY angry by now. The only thing I can do is to wait for the song to end so I can pound on the door hard enough for them to hear me. As predicted, the song ends, I kill the door and in a few seconds, Phong Lee is standing there smiling at me. I explain my concerns to Phong Lee and he apologizes several hundred times. I shake my head and return home.
Same night, but it's now 3:00am. The music is back and with authority.
It seems clear to me that Phong and his friends knew they were being loud, otherwise they wouldn't have turned the music down/off in the first place.
Apparently the people have lived there almost 5 years, and have not caught on to the basics of not pissing your neighbors off?

Not pissing off your neighbors has nothing to do with them being neighborly to you. I'm sure he would have made just as many friends back in Vietnam as he did in Georgia if he had pulled the same antics, e.g., stealing stuff, loud parties, fist fights in the early morning hours, etc. All you really need to do is think with your head. Hmm, the cops have visited me like 10 times in the last couple years, maybe I should check to see if my new project is actually legal or not?
I'm surprised he has'nt been sued for this defamation yet. What he's doing is not only illegal but I'm sure his mother would be ashamed.
I'm sure his mother would be laughing just as much as I am. Whatever happened to free speech? This site isn't defamation. It is just a chronicle of all the funny sh-t that Phong has done. No where does Carlos personally attack Phong, and I'm sure that Carlos hasn't harmed Phong's reputation any more than Phong already did... the facts speak for themselves.
I really don't buy into the "trying to fit in" explanation. That would imply that Phong was trying to imitate his neighbors or what he has seen in America to be more "American," but I highly doubt that he was following someone else's example in anything he did.
