After my wild guess, I started playing with the numbers. Here you go:
They both have to be started at the same time.
After the 4 is done, the 7 is still going.
4 minutes so far.
Start the 4 again immediately (not possible since you'd be off a few seconds, but assume it's immediate)
When the 7 is done, the 4 will have one minute remaining.
7 minutes so far.
Start the 7 again immediately.
When 4 is done for the second time, one minute has elapsed on 7.
8 minutes so far.
Turn 7 over immediately since one minute remains.
9 minutes total.

Turn over both hourglasses. When the 4 minute runs out, turn it over, then when the 7 runs out turn it over.
when the 4 runs out for the second time (now at 8 minutes). The 7 has been going for one minute.
Fli p the seven and when that runs out you get your 9 minutes.
edit: wow.. I am t3h sux0rs at typing

me, For I am the center of gravity. Who or what am I???

Five men were going to church when it started raining.
Four men ran and got wet.
One stayed still and remained dry.
How can this be?

A man has recently escaped from prison and is making his way home on foot. He is walking along a straight rural country lane in bright daylight. He has walked about two miles from the prison, when he sees a police car coming toward him. Despite knowing that all squads would be out looking for him, he ran towards the car for a short while, and only when he was about ten feet away, did he turn and run into the woods to hide. Why did he run towards the police car?
