Scaling image to fit monitor...

I connected my 9800xt video card to my 37 inch LCD TV through a DVI->HDMI. The image displays rather well... at 1280x720 resolution.
HOWEVER,
The picture exceeds the monitor. What can I do, what programs can I download, to scale the image to my display. As it stands... my taskbar isn't visible, nor are any of the corners for that matter.
I may have read somewhere.. something about using ATI's Catalyst Center. The problem is, mine refuses to load. I will click on it either through my desktop shortcut or through other methods... and it will not load. The computer does not register the command.

Solutions? Advice?
Anything and everything would be greatly appreciated.

Try using atitool ? Not sure what it is all capable of, but might be worth checking out?

Set the card output to the native resolution of the flat panel - probably something like 1360 x 768. LCD flat panel pixels are fixed.

It sounds like overscan to me. Look for something called "overscan compensation" in the drivers. I'm not familiar with the ATI drivers, but NVidia's have this kind of adjustment in the TV output section. You may not be able to adjust for the DVI output but you probably can if you use component video (if the card supports analog HD output). Or, perhaps better yet, see if the TV has settings for adjusting the amount of overscan. It may not though, as that often has to be adjusted in the service menu.
