I'll be moving to a new area, soon, and I would like to research the ISP's in the area.
I have tried searching google for sites that rate ISPs, but they are filled with sponsors and I don't trust any of the information in them. Does anyone know of a site that reviews, or allows individuals to rate their ISPs?

My first priority is to be connected to an efficent network. I run a counter strike: source clan and run a few servers, so a low ping is extremely important to me.
My second priority is a fast upload. I can live with a 3mbps/5mbps down if I can get a >1mbps uplink.
Lastly, I would like to stay under $100/mo.
I am not looking for a package. I do not want a landline phone and I'm forced by my apartment complex to pay $45/mo for basic cable through Time Warner. (However, if there is a package by Time Warner that offers only cable and internet, but no phone, that would cover $45 of the fee. Wow, that tied my tounge... do you understand what I'm saying?)
