Sharing broadband connection over phone line

My friend has a dial-up account and a broadband account. The broadband for home and the dial-up for away from home. He rarely uses the dial-up and wants to get rid of it.

Is there a way to share his briadband connection as if he were his own ISP. Hook his cell phone up to his laptop and dial his house and connect using the broadband connection. Then would it be legal, it would really only be for his personal use.

well, you *should* be able to set up his computer to accept incoming connections, which would allow his modem to talk to a cell phone or whatever, but i'm not sure. A lot of it will depend on his hardware too (most v.90 and v92 modems won't transmit data at 53k, they'll only recieve at that).

Here's a better idea:

his broadband provider probably provides a backup dialup account in case their broadband is down for some reason. Have him check with his provider. I know Sprint and Verizon do (i use one at home and one at school and they both have dial-up backs, with limited time per month but it's there).
