Take it for what its worth but I have a Samsung Vibrant which is an android phone on Tmobile that I bought used. Using it right now without a data plan.
T-Mobile is the one and only US carrier that doesn't require you to have a data plan on a smartphone, and that's only if you brought your own phone and didn't buy with a subsidy.
You probably want to add the word 'Postpaid' there somewhere. There are tons of prepaid carriers in the US that allow you to do whatever you want.
And even then, it's not 100% true. You can be on a postpaid account and not have to add a data plan even on AT&T. All you need to do is use a phone that's not provided/sold by AT&T and/or marked with AT&T logo. They can't force you to have a data plan if they can't tell what phone you are using (i.e. it's not in their database).
I thought most prepaid carriers don't even let you bring your own phone so it's a moot point. There's pretty much Page Plus and... is there any other option? I don't even know. Not as well versed in GSM phones, maybe there are ones that will let you use an iPhone as basically an iPod Touch with phone call capabilities.
Just buy any Verizon phone other than a Blackberry on the forums here or on your local Craigslist , and put it on Page Plus.

HTC Ozone may also work, though not a new phone. I think Palm Pixi, too (not sure) Palm Pre I think requires more hacking (?)
