it seems odd for Vivendi not to give a Starcraft MMO to the company that started the franchise and outsold every other game of the same genre by millions.
Blizzard probably does not have the staff to handle two such massive projects (WoW and a StarCraft MMORTS) in Parallel. Also, Blizzard has outsourced before,
ghost for example:
Many in the gaming community were under the assumption that the game was being developed by Blizzard when it has in fact been a third-party project since its inception

I think you are onto something there. Blizzard postpones ghost to reinvent it as an MMOFPS? PlanetSide already exists, so it has be shown that it is possible. We now have the exPlanetSide people, the starcraft fans, and WoW refugees that would otherwise go to other games paying a monthly fee still.... not a bad idea! Maybe merge it with RTS elements? Have a dedicated commander to coordiate the actions of the units in the MMOFPS (think commander in BF2, save much more complex) and the position could only be available to people that spend many months grinding ranks in the FPS part to "earn" the position, it could work!
