Even if there is a deal for the bases it doesn't appear particularly imminent. Russians pulling out of their major airbase.

The lack of resistance from a ruling party controlling a country for that long is shocking.

My conspiracy theory is Russia has agreed to withdraw from Syria in exchange for Western powers to let them control much of the land in Ukraine and end the war next year. So Israel will get most of Syria and Russia will get most of Ukraine. The political powers have negotiated all these things behind the scenes and regular citizens fight in wars for nothing.

It is.
To reconcile this, it proves just how defeated Assad was without Russia invading and carpet bombing cities 9 years ago.
This time neither Russia nor Iran's Hezbollah could step in.

Israeli tanks and armored vehicles entered several towns in Syria’s Quneitra, damaging streets, water networks, and electricity poles in the southwestern province.

On Sunday, reports revealed that many residents of Quneitra refused to comply with evacuation orders issued by the Israeli military. In retaliation, Israeli forces deliberately destroyed water supply networks and power lines in newly occupied areas, cutting off essential services. In the town of al-Hamidiyah, occupation forces further damaged infrastructure by cutting down roadside trees and destroying power poles...

I assume this is mostly for ground equipment but if things are going so well in negotiations with HTS what's the hurry? That the stuff is desperately needed in Ukraine is one potential answer. That the Russian navy has not sent its ships back to port in Tartus and might be preparing to move them to Tobruk also could signal that a deal is not quite imminent.

This whole thing is a huge headache for Moscow when they have no shortage of those already.

Probably brings Russia's sub count in the Med to zero, likely making the long trip to the Northern Fleet. Losing Tartus is such a giant headache after they spent heavily to develop it into a useful base especially with the Bosporus closed to them.
