System Hates To Reboot

Just about every time I set the system to reboot thru windows vista it will shut down, then it will begin to start but then power off again, then try to start, and keep looping like that. During this time it never sends a signal to the monitor either.

The only way to get it to stop and turn on is to unplug it and then plug it back it and turn it on normally.


What is causing this?

I've had a similar problem where the pc shutdown cmd worked correctly but the reboot cmd would end up in a hang state - even the reset button had not affect - had to physically disconnect power. In this case, updating (or actually, I think I went back a couple of versions) the gpu driver solved the problem.
