I think about it, I went to staples and spent like an hour there trying all the office chairs. I got a good one but frankly most office chairs don't seem to favor long periods of gaming. I think I'll have to go online for my next one.

Here's what I use - just an old, basic chair. The tightening mechanism for the back doesn't work but it's fine in the lowest position.
Works great, allows me to rest forearms on the desk while leaning back. My mouse and keyboard are about 25-30cm from the edge which is comfortable because it's just soft tissue on the desk, the elbow is just over the edge.
That's pretty much it!
I have a bad back, I have to sit bolt upright or my lower back suffers. I actually rest both my elbows on the desktop to type, and saves me some back strain.
That is actually the bad way of doing it. Your spine is arching forward. You should be resting your elbows on the arm rest so they are vertical.
It isn't about what its called or what it looks like really. It is all about the build of the cushion. Alot of the leather cladded exec chairs in staples are soft and don't have that much cushion. After a couple hours you are resting on the wood base.
I have never found a chair with arms that were tall enough to allow me to do what you suggest.
mousemat > monitor > desk > chair
Judging by your signature, the keyboard doesn't even fit in the same scale with other, lesser peripherals
