Ukraine was never allowed to join. That would make Russia vulnerable to invasion from their perspective. It would comparable to Russia putting nukes in Cuba.

To be fair that happened after Russia invaded Ukraine. That being said prior to the invasion they already had two NATO countries on their border in Estonia and Latvia, and those countries are a lot closer to the only parts of Russia worth anything, St. Petersburg and Moscow.

In addition even when it was part of the Soviet Union it was presented as a separate country - for example Ukraine had its own separate seat as an independent nation at the UN while it was part of the Soviet Union.
