Russian President Vladimir Putin suggested during an economic forum that the "whole of Ukraine" belongs to his country, even though Russia only controls about a fifth of Ukrainian territory.
This tells me they dont recognize Ukraine's independence.

Not really - Russia has a long history of recognizing Ukraine's sovereignty even when it was part of the Soviet Union. A better comparison would be a cesspool system. Outdated and inefficient, contaminates the area around it, and is illegal in most parts of the United States.
