I think that most of the public would probably now be ok with a closer economic tie up even if it meant this because they recognize Brexit as a total disaster. The elites in charge otoh probably not.

I caught Tom Lee saying Brexit was a success and nothing to worry about in the markets the other day.

Well among various counter-measures to Trumps tariffs, Mexicos economics minister has been looking at agricultural imports from US swing states that could impact their economies, thus likely to turn them against Trumps tariffs plan and/or repubs supporting him in elections. Mexico is also the top trading partner for 21 US states and thus has some leverage that could impact the economies of those states. The Mexicans are also reaching out to US state governers, farming consortiums and trade unions whom in the end may not support Trumps tariffs once they grasp the potential cost to them.

Sheinbaums admin also released a list of the top 34 US corporations operating in Mexico, whom would bear the brunt of the tariffs once they go into effect. As is likely, Trump has no fucking idea how all this would play out and who in the end would get hurt more from his tariffs plan. Mexico in the end may not have to do much other than watch US corps and states do all the opposition to Trump on their behalf.

The resolution nullifies the emergency Trump has declared to implement the tariffs. If it passes the Senate it would need to pass the House as well, which seems unlikely Johnson would bring it for a vote. Though if enough people got pissed off it could make it via a discharge petition which he just embarrassingly failed to change the rules on re: proxy voting for new mothers.
