Nope, that is not true.
Yeah, you can call the MS phone number and give a bunch of BS excuses and get authorization codes, and even a new serial, but online - no.
I do not wish to waste energy and go back in time and dig out blacklisted key threads, but with a quick google search, here's one, where a guy tried to authorize a key given by friend. He mistakenly assumes the key was used (or given out) 10 times by friend, but it prob only was used once, when he tried it from his machine and his connection, no go........

Well shoot...it looks like my buddy didn't have any slots left on his key (you can activate Vista 10 times with one serial key from what we understood). That means that Vista will only be on my system for the 14 days. If anyone has any slots left on their key...anyways, Vista 5384 x64 is quite the OS. I love the style of it! I couldn't get my wireless card to install at all, so i had to take my Tower to my cable modem physically plug it in...suck. And after all the effort, no activation for Christopholofigus! LOL Well, what can you do?! It was fun to play with at least. Now i can say that i have tried Vista and i am a computer uber geek.

You guys can believe anything you want, doesnt matter anymore anyway, RTM is due soon for builders, which will then be leaked instantly. And beta keys cannot be used for RTM.
FWIW: I do entertain the possibility that policy has changed towards the end of MS beta outputs, tho I doubt it. And MS doesnt have "unlimited" anything concerning their software.
I would be curious with the guy with Laptop what happens when he goes to update something at MS and latest WGA kicks in.
