I would guess they are talking about a 30FPS target for those GPU's.Didn't PC Gamer's preview use a 980 at Ultra which struggled to maintain 60fps?

1) Youtube is terrible to make any type of comparison
2) Nobody knows the settings they used or whether they are trying to push an agenda with saying it's the same
3) I don't know who Gamestar is so how can I trust them as a source
4) even on youtube I can tell that the parts labeled as being from PS4 are less detailed in the videos I saw

Gamestar i well know for more than 15 years now dude

and you can see downgrade even from youtube in that video
Given that, I'm about ready to cancel my pre-order on PC and wait. I could not tell a big enough difference myself so I need something more conclusive. Like with DA:I and Skyrim, I got the console version and had fun with both. Graphics to me is not the only important aspect of a game as long as it's good enough.
Regarding the comparion video, unfortunately we dont know how this video was created and what PC settings have been used. It compared an early PC version with a PS4 debug build without the day 1 patch. So it's quite an uncommon basic setting. Something went wrong here and therefore we spoke to the editorial team behind it - we both agreed something is not quite right and while we're figuring out what mistake has been made, we have removed the video. We do admit it looked pretty wonky, hence its removal.
It simply made the PC version look pretty bad and YT compression didn't help either. This was not the final build for PC on which we are working till the last moment.
There will be visible differences between console and PC (we always said so), stuff like:
- draw distance
- framerate
- resolution
-exclusive features such as hairworks
We're sorry about the confusion. We are just 4 days away from the release and we can't wait when the PC players will get their hands-on the game.
"This was not the final build for PC on which we are working till the last moment."
Er . . . . . . . and framerate/resolution is an obvious given in any PC port. The only other "exclusive" stuff is Hairworks most won't even enable and draw distance I've yet to see in the settings video someone posted a few pages back.

The point is that the final build will have differences. It's not fair to judge the PC version until we see the final build, along with the day one patch..
Besides that I can't see how people can say what we have seen looks bad. It doesn't. So it won't melt your computer. Is that all people care about?

You know, much of what is driving the angst is that a TON of people upgraded their PCs explicitly for this title so they want to believe their investment was worth it. NVidia has made a killing off of the Witcher 3 due to the hardware sales alone.
Just think of how many GTX 970s have been sold because of this game..

Who's fault is that? Not the developer surely. Lol
It is partially the developer's fault. Look at the 2014 E3 gameplay video that was 35 minutes long for instance.
So far, NONE of the subsequent videos have been able to match it in terms of quality.. Especially in Novigrad, where it appears as if many of the buildings now have simpler meshes and less polygons, draw distance is lower and lighting has been scaled back. Also, screen space reflections have been removed and replaced with an approximation..
They can't blame the downgrade on lack of playability in this instance, because the video was:
1) 35 minutes long and showed multiple areas including Novigrad, which will likely be the most intensive area in the game.
2) The 35 minute video ran on a single GTX Titan of the Kepler variety. We have faster hardware now that should easily handle that quality, so there's no technical reason to not deliver it to the PC platform.

What does the Day 1 patch have to do with anything?
http://www.dsogaming.com/news/the-witcher-3-wild-hunt-day-1-patch-changelog-revealed/
Its basic fixes and tweaks.
And

"Marcin also confirmed that the PC version will pack more NPCs on screen than the PS4 version."
At least there is something different.
It's not just the day one patch. It's a different build entirely.. Nobody has seen the final version other than CDPR themselves..
Yeha, I get that, which is why I mentioned some many posts ago if this will lead to some sort of trend in GPU development--a lot of enthusiast gamers tend to shell out shittons of money just to prepare for the new hotness, and CDPR is, perhaps until this moment, anyway, the last remaining top-tier Dev that still gives a shit about PC gamers.
I'll go back and look at it--but is it seamless gameplay throughout--is the player running from big city through the woods, hopping on a boat, fighting shit, running on horse to another city, etc without interruption--or are we seeing players within pre-selected clips of certain areas, then cut to a new area to play?
So the developer is responsible for everyone's spending habits? I don't know about you but I don't buy hardware for one game. I buy it for every game I plan to play for a couple years.
