The gear score is easily circumvented. Drop the sidearm completely or pickup a terrible one to lower your score. Drop it even lower by equipping a low score secondary weapon or not equipping one at all.
Also, a skill focused build can easily be adjusted to have it's score fall into the lowest bracket without penalties to it's abilities. A sticky bomb from a skill build can wipe all HP in a 20ft radius, perfect for a well timed shot to take out a whole team extracting.
This is the 2nd or 3rd consecutive weekend I can't even bring myself to launch the game. If we reduce the PVP part of the game to a social study designed to prove that people act like idiots when there are no consequences to their actions, the game has succeeded, all other actual PVP aspects have failed. Going rogue goes against everything the game has been building up to entering DZ, PVP needed an excuse, "rogue status" was the quick idea that got the OK, conflicting the Division's story obviously wasn't a primary concern.
Casual players are learning to stay out of the DZ to avoid it's problems. Ubi's response, instead of addressing the underlying issue, is to throw in more incentives for going into the DZ which only benefits the predators that had no reason to leave it to begin with.
While the counters are inaccurate and me tabbing out instead of shutting down the client has inflated the numbers, I feel like I got my money's worth out of the game. Yet now I'm even more hesitant to pick up a Ubi game than I was before.
