Trouble starting up

I've just finished repairing a friend's system, and it does everything but actually begin to start up when turned on.

After powering on, the fans and hard drive turn on as they should, and a second or so later, the video card fan begins to go. There are no beeps. I've tried both sticks of RAM on their own and in different slots, and for the hell of it, I removed the battery and cleared the BIOS. No change in behavior.

Specs:
Asus M2N32 SLI Deluxe mobo
e-Geforce 8800 GTS
2 sticks of Corsair XMS2-6400(1024 MB, 800MHz)

My apologies if I'm forgetting anything relevant. These are my prime suspects.

what kind of PSU?

It's an Antech SP (Smart Power) 500W

Remove all of the memory, and see if it beeps at you.

If it does, replace one stick of memory, but remove the graphics card. See if it beeps at you.

My guess is it's memory rated for a higher voltage than the system defaults to. You may need cheaper memory to get it started for the first time - but test it extensively before actually blowing any money.

Just by chance, is the monitor connected and powered on?

Yeah, monitor's powered on/connected. They recommended that in the manual. Thanks for the idea!

Update:

It does not beep for lack of ram or vid card. I'll play around with it some more, but please feel free to post if you have any more ideas =).

I've tried everything I can think of other than buying new, lower voltage rating RAM. Can anyone recommend any other course of action, before I go buy some cheapo ram?
