It's more like they are irrelevant to issues before the UN and they simply don't care. Not only that but they aren't stupid, they know Trump has accomplished very little as president. He got exactly one major bill passed despite two years of unified control of government. They're laughing at him because he made a fool out of himself in front of the world.

Trump's main brag about his accomplishments in office is that the economy continued on basically the same trajectory it had been on for the last several years of Obama.
