University Blocking a site?

The website www.tikilive.com allows users to watch Live TV, but the stream doesn't work here on camps.. the site works.. but no stream.
What is going on??

They are certainly free to do so if that's what you are asking. It's their bandwidth, they can can set whatever rules they want too.
