Funny... I installed it, and it didn't do jack to improve my upload speeds. I'm still pulling 800K down and 350K up. AT&T's data coverage in my area isn't all that great to begin with, though.
Well I found instructions and went to HTC Wi-Fi software update. It says my phone is up to date even though I never downloaded an update. Phone says I'm on 4G (probably not I believe it reports this wrong) and a speed test gets me 2342kbps down and 362kbps up. I did a reboot prior to running the test. Oh well.

I believe they're staggering the updates @ 10k per day from what I read on androidcentral. Keep checking each day. I noticed an increase in my dl rate as well. In a high coverage area, I actually went to 5200kbps down and 1300kps up. Much better than my previous high of 3000 down and 300 up.
You'll notice your kernel updates with a build date of April.
