USSR and the US had nukes pointed at each other for over 40 years. Those guidance systems are pre-programmed. They wouldn't have time to configure the guidance systems if we needed to launch those on a moments notice. Nukes are used to prevent war. What better way than to have thousands of mass destruction devices ready to hit you if you attacked or launched your missles/

Although China has a greater GNP than Taiwan, Taiwan's GNP per capita far exceeds China's. Taiwan's citizens are definitely more economically well off. Here are the figures.

Taiwan - $14,500
China - $750

above $9300 is high income, below $760 is regarded as low income.
