USB Transfer rate is horrible...why??

Ok real simple answer I assume...

When I have an external USB Harddrive transferring to a 3.5 internal IDE hard drive, the transfer rate is sluggish to the point where I give up on something that should take about 2 minutes.

When I go from External USB Harddrive to External USB Memory Card (PSP) the trasnfer rate is just fine. And vice versa.

What is wrong with my internal drive?!?!

try another PC. Nominal speed is 25 to 30MB/sec.
