Very strange ISP issues

So I'm in Brazil for a few months and am using a mobile Internet (that works like crap, but anyway). I have come across a really strange problem, one that my ISP refuses to acknowledge no matter what. That's why I want your help, so I can tell them what the problem is, since they say there is none.

For some strange reason, I can not open any websites that end with .se. How is this possible? For example:
I can ping google.fi .no .dk .de .com and so on. But I can't ping .se and no pages at all that end with .se. So what could possibly be the problem? How can this be possible?

I have tried making tracerts, but, roughly translated, I only end up getting the message "Could not match target computer name www.xxxxx.se".

Does my ISP somehow not allow .se targets or what? Is this possible? Any help to track this down would be most appreciated since I can't reach some very important pages while I'm abroad.

It's very possible that they're not resolving any .se domain names. They could even be blocking an entire country based on IP address. This is not uncommon among service providers. You might try finding a proxy that you could use instead or if your company provides a VPN tunnel you can use.

Try manually setting your DNS addresses to use openDNS servers. Sounds like the DNS they supply you do not track\forward .se requests.

I use a USB-modem and I connect through a program provided by my ISP, so when I try to set up OpenDNS, there's a problem. Let me explain:

Each time the modem connects, Vista will create a new profile for it. It does this because whenever I'm disconnected, the modem is no longer listed in the "network connections" section, since it a USB-modem and not attached hardware. As a consequence, this makes it impossible for me to do any configuration changes to this connection, since I need to reconnect for the settings to take effect.

Now, the only solution I can think of is to somehow prevent Vista from repeatedly creating new profiles, but how can this be done? I have tried merging my several hundred profiles (since I get a new one each time I connect), but it had no effect since new profiles are made. For example, my connection right now is named "TIM CONNECT FAST 102", because I have connected 102 times since last clearing my profile list.

Does anyone know how to prevent Vista from creating new profiles? I simply can't configure the modem because of this.
