Visiontek Geforce3 Ti200 slow fps?

I have a XP1700, 512 DDR and my fps hovers around 30-50 with my visiontek ti200 in counterstrike (highest resolution in D3D).. is that normal? I hear people get like 70-100fps in highest resolution with the same card? I know opengl is faster but i can't run it in the highest resolution because my screen can't display it correctly for some reason.

anyway if you have this card and play CS, please post you framerates and system details.
