Which is impossible because you can't programmatically discern between a kernel module that's malware and one that the user actually wants to install for something like virtual CD drives or virus scanning.
But your real error in blaming the user shows you don't even understand the problem--the real enemy is the malware writers who work long and hard to exploit any vulnerabilities.
I understand that I can use my computer all day every and not get any malware and that alone means that the OS isn't exclusively to blame.
