VPN question.

I can't seem to connect to my other computer via VPN.
Both computers use Win2K and are on different broadband ISPs.
I have COX and the other is on COMMSPEED.
I followed the instructions to access by asking my sister the IP by using ipconfig /all.
I then create a VPN connction via NETWORK AND DIAL-UP CONNECTIONS and the MAKE NEW CONNECTION and selecting VPN. I had my sister log out and then I tried to dial in and my computer here on COX says the other computer didn't answer.
What did I neglect to do?
Does my sister have to set something up first?

Your sister will need to be running W2K Server. She has to install RRAS and then set up a VPN server to accept incoming connections. This will also require a static IP.

I need more help.
I'm using the book Using Microsoft Windows 2000 Professional Special Edition by Que but it's section on VPN doesn't cover how to setup the VPN server feature, only the client. Neither can I find a appropriate link using Google to explain how this would be done.
I had the impression that W2K Pro could be used at both ends of the VPN connection but mmcwiz says no.
Now I do have a copy of NT 4.0 Server but I don't think the folks at the network site want that for their desktop/VPN Server.
In the near future we'll have a router installed with perhaps only one VPN channel, maybe more.
This I suppose will provide what W2K Server would, no?
