Figured out how to eliminate microstutter for sure. I can't believe I didn't do it before, I already knew about this.
All I had to do was run the game in windowed mode.

Now all I have to figure out is how to properly run it in borderless window mode.
Three problems:
1- Game does not have a window mode option, so had to add -window as startup parameter.
2- Need a program to make a windowed game borderless. Found the perfect one: Windowed Borderless Gaming. You need to set the resolution in "Open Game settings" the same as your monitor's native one, or else window will be too big and you won't be able to mouse scroll the map.
3- The Control Panel Vsync doesn't work in windowed mode. So I need another way to activate Vsync. I couldn't find anything. Can anyone help?

Being that V-sync doesn't work at the desktop, and without v-sync, there never was a problem, you can assume the only reason the stuttering stopped was v-sync was turned off.

Actually I just remembered that Windows Aero uses Vsync, and since the game is in a window it's already under desktop vsync.
I did try D3DOverrider though, and it worked like a charm.
So in case anyone is wondering about the third problem, just use D3DOverrider to force vsync on.
But just in case, does anyone know of a better solution than this program?

NM previous solution. Issue is back. Looks like I'll never fix it.

From what I heard it doesn't eliminate the need for Vsync except in some cases, so in essence it's no different than Adaptive Vsync.
You completely misunderstand Gsync then. Gsync is not something that works with V-sync, it is an alternative. Instead of forcing the GPU to sync with the display, the GPU forces the display to sync with it. Removing any latency, out of sync timing and tearing. It is not even available yet, but it will be a game changer.

Correct me if I'm wrong, but doesn't G-sync only kick in a window of 30fps to 144fps?

In my experience i have found Vsync broken to hell on my 770 with the games i would love to run Vsync on like BF3. The 7850 i had before this card ran like a dream when i had Vsync on.

I can't even bother to enable vsync anymore, but g-sync could be the answer of the decade for piss poor vsync support and performance.

Maybe instead of putting all this money into G-sync they could try to fix V-sync and not have their customers constantly scouring the Internet for fixes.

It is more likely a game issue. I don't have issues with my 680's, but there are some games that are issues for everyone, like Far Cry 3. Depending on the games you are playing at the time of one purchase or another, you might connect the wrong dots.

How often does one play at any other range of FPS?

My average framerate in Company of Heroes is about 180 to 200. And that's with everything on ultra, and with 2 generation old hardware.
And sometimes in a few huge battles it drops to 20.
People play many games other than the latest Battlefield or Crysis.

I don't own either, I just do not allow games to drop below 60 FPS for any period of time, and that pretty much means it NEVER gets below 30. I will also use adaptive v-sync to prevent over 120 FPS (I have a 120hz monitor).

Even then, how often does it drop below 30? Above 144 FPS may be common with old games, but not with new games, unless you are over powered on the GPU side.

I play a wide range of games, and it is very rare that I go above or below those numbers. Even then, it'll just act like V-sync does in those rare instances.

Edit: To prevent V-sync like problems, you will be able to put a FPS limit of 144, then G-sync would stay active the whole time, unless you let it drop below 30, which seems pretty uncommon.
