Both tier 1 players, just don't get yourself flagged(when you die you drop your flag anyway, and no repair bill).
I'm liking WAR a lot so far, interesting hearing about some of the technical issues, I've seen one stuck mob so far, that's it. No crashes, no graphics glitches, no problems at all. I have a 11 Chosen, 9 Shammy, 6 Sorc- all Chaos. In all seriousness, I've never seen a Blizz content patch be close to as stable as what I've seen in WAR so far. Now, I don't accidentally alt tab out of a game too often(can't remember the last time I did actually), and haven't been able to play for more then 3-4 hours in one sitting, so no extended gaming sessions as of yet, but even with my fairly limited time with it it is still leaps and bounds better then what Blizz has been giving us with any typical content patch as far as stability.
Hats off for them figuring out a way to make dedicated tanks viable in pvp too. Having the talents that helps you absorb a chunk of your entire parties dmg or a large chunk of one players is a great idea, allow the tank to be a soaker since human foes are going to ignore the agro table anyway. Also nice to see healers doing enough dps that you must take them into consideration(not like a nuker, but you can't chuckle at the thought of them trying to burn you down, partcularly not if you are a sorcerrer). Those may sound like small things, but that level of polish on a game this early on is rather shocking to me. Taking the time to work out finer nuances of how to make the staple classes viable in each of the game situations really speaks volumes to me.
Obviously, PQs absolutely pwn. Seriously- great idea, one that had never occured to me even in the abstract but so shockingly obvious now that I've seen it in action. Can't stand the idea of having to go back to a game without them.
Some issues I may have- PVE content seems thin on the high end. This is normal for any newly launched MMO, but with WAR's PVP centric focus I'm hoping they don't forget there are those of us that really like to raid too.
6 person parties- seriously great idea. By doing this it allows healers to be more hybrid and allows them to have a level of dps and healing power without being too strong in either area while still allowing traditional style group formations for encounters.
PQs- did I mention they rock?
Capital cities- WHOA- seriously- utterly dwarf the competitors in all senses. I've always given props to Blizz for their artistic direction but seriously, Undercity is like Barbie's castle compared to the Chaos capital. Size, scope or artistry, whatever you want to compare- Capital city is extremely impressive.
Where are the dead areas? Seems like there is stuff to do everywhere in this game, nothing is just there to be there(Blizz, take note ). Very impressed that they absolutely packed this game with content for leveling. From what I have seen, you could take 3 players to max level and not repeat the same area or quest for any of them- you couldn't dream of that with WoW.
Oh yeah, PQs- about the greatest thing since sliced bread.
Obviously have a long way to go before I can touch on a lot of elements, but the early stages of this game have easily destroyed what I have seen from the competition.

Tier 1 stops at level 11. A level 12 player will no longer be able to enter the Tier 1 scenario. However, you can enter the Tier below's RvR areas without turning in to a chicken. You get shit for RPs from it though, so I would expect that it's going to be a non-issue.

Hmmm not sure this I guess it depends on how populated the server is on one side especially in RvR,I like to see fights more balanced within a level or two especially on one on one.
I have been in RvR just again,Destruction side had level 10,11 players we had in RvR level 7 and 8 being the highest on our side yes we got pawned but thats to be expected with this sort of balance,level 1 to 11 for tier 1 can be a big imbalance in RvR.
I may sound like I'm moaning but its frustrating to say the least and I'm always up for a good fight in RvR if we have a 50/50 winning chance.
Biggest problem is everybody is going Destrution side on most servers,I don't know what they are going to do about this to make sides more balanced on the servers in question.

You do realize that your level is adjust when entering a RvR zone ? If you are level 1 you get bumped up in levels when entering a scenario or RvR zone. You may not have the skills of a level 11 character but you do have the health, armor and morale of one.

Are you kidding me? Making healers hybrid casters is the absolute worst thing Mythic did with the game. I'm so sick of playing a tank and dying while standing next to a healer who's nuking with his piddly 100 damage 3 second nuke that I could effing scream.

That is entirely due to your healers sucking. Run with healers that don't suck, really makes a big difference. If they can dps or not, a player that sucks is going to suck.

I think that is probably you, I can not stand WoW's default UI. Been running XPerl for a long time now, WoW by default sucks IMO.
