Um....NO.

Frames are not blurred in dvds...in fact it makes me laugh.

have u even tried to do a screen capture of a favorite scene? Its perfect quality. How do u think (for instance) thos ecaptures on all those matrix fan sites come from.

or used flaskMPEG or vdgear (those that are in the divx community). Each scene is perfect.

VHS is blurred from inherit negatives in that particular format.

I love dvd and have no real opinion on vsynch stuff (except that who cares what others say...turn it on..then off...which ever YOU like better ..use that) but had to put in my 2 cents about the dvd

In fact, the blurring is usually very minor, and it IS noticeable on some DVD frame captures. Where do you think DVD's come from? They are transferred from FILM negatives, so if there is blurring in the film frames, there will be blurring in the corresponding DVD frames. The whole reason the DVD frame rate is 24 is because that's what film uses.

And back on Vsync topic, try it both ways and see what you like. There are no Vsync police so have a ball!

Well you know what they say: the better you are the higher FPS you require.

Seriously, 24 FPS is as bad as 400 ping. I wouldn't play on a system that was in either situation and I wouldn't play you because you have such an unfair disadvantage.

My system gets 55 FPS in Quake 3 and that is not fast enough for me. 65 FPS is better but still a little slow in some places. Maybe 75 FPS will be the sweet spot.

I don't think anybody touched on this.

If your card is only capable of say 45 fps and you traditionally have the refresh rate set to 85hz, you will see a performance hit going to a refresh rate of 100hz. Every time the monitor refreshes it essentially checks to see if the frame the video card is drawing is finished yet. Meaning the monitor "checks" 100 times every second opposed to only 85 times a second. This eats up valuable local memory bandwith on the video card and thus slows framerate.

As a general rule, if you're going to use vSync, set it as low as you can stand without eye strain. For games, you could probably get away with capping it at about 70hz (that's about the lowest I can stand). Avoid refresh rates above 85hz as you will se a noticeable loss in framerate.
