No one says it was CGI. They say it was filmed in a studio, which is a reasonable argument because the video quality was really quite shit, expectedly, and could have easily been duplicated in any competent TV studio of the time.

Though, it would have been hard in the sense that a studio fake would have looked better, most likely, with the real effort coming from trying to fake the lack of detail in the image and the sketchy video feed which would have been otherwise "flawless" if shot in the studio.
Granted, I think there was some jumping around in low gravity, but this was certainly doable at the time as well, considering simple tricks that wouldn't show up on low resolution, and competent actors that can move slowly and deliberately.

I don't think you can clearly see the lunar landing objects clearly with a telescope. You'd need something that could resolve objects a few meters in size at most at a quarter million miles.

Though, there are laser reflectors planted the moon that have been used to precisely measure the Earth-Moon distance.
