That area is so small, the only thing I'd consider would be flowers like impatiens. Four of them spread out 6" across will fill that area easy if you plant them in spring. If you expand it about 4x, I'd check to see if some hydrangea plant does well in your climate, because impatiens are somewhat low to the ground, and some big bushy hydrangeas next to the fence would like nice (maybe fit two in a space 4x that size).

I guess it would depend on what plants you like and how tall you would like the plants to grow.

roses are good. snapdragons, marigolds, daylillies, petunias, etc...

if you are looking at native plants that are drought tolerant, I would recommend asters, catnip, Columbine, coneflower, black-eyed susan, etc...

Judging by the distance from the ground to the bottom of the cross rail, it looks like the yard slopes.
