Why are the cross boards on one section of your fence higher than the cross boards on the next section over?

That's what I thought until I planted one. Cleaning up the plant litter falling into the garden is a never-ending task.A rock garden - less mainatance

There are two of these. I have a cherry tomato plant going right now in the other one, with plenty of space for more herbs.Since it's right there in the patio I would definitely do an herb garden. Plant some basil, oregano, and some cilantro. Or any other herbs you like maybe even a green pepper.
Plant some marigolds or mosquito plant around the edge to keep the bunny's/bugs away.
Skip anything that gets big/has thorns. It looks like a pretty small area and since it's right in the patio you don't want people getting caught on the thorns or worry about it getting over grown.
