If the computer is restarting, a better PS would be a good place to start. My experience is that the 5V signal has the least "margin" on most power supplies but even my Athlon 1.33 system which has a 300 watt Enermax supply never dips below 4.95V. In contrast to what many will tell you, a 300 watt supply is adequate if it's a quality PS. However, no name 400 watt PS might not be enough for an Athlon system.

Recommended PSU specs for running Athlon cpus:
? 350w minimum
? 20A for the +3.3V power.
? 30A for the +5V power.
? 165W TCO (Total Combined Output) for the +5V/+3.3V power.

The spec for voltages are:
3.3v +/- 5%
+/- 5v (4.75-5.25) +/- 5% so you're running on the border here. Check with a good voltmeter to be sure.
+/- 12v 10%
Power Good +/-10%

Though tighter spec is always better.

That rating isn't great but it's not terrible. I have an Athlon XP 1800+ with a generic no name 350W PSU running fine. I also have a dual Athlon MP 1500+ system running with an Aopen 300W PSU....all fine there too.

I think that people tend to overstate the requirements to be safe, I guess it depends what else hardware you have in there really...i'm sure a 300W should be fine for that system, even with 3 hard drives.....what graphics card does he have in there?....what are the other voltages like?

he has an ati all in wonder radeon.
his core 0 line reads around 1.82
and his core 1 line reads .30?
what other lines are important?

if the psu isn't the problem, what could it be?

Before I upgraded to a 400 watt, I had 4.48v on my 5v rail according to my DVOM. Never had a problem with the IWill kk266 that was installed in there.
