what's the best weblog program

what's the best weblog program that I can install and use myself? I don't mean stuff like xanga or myspace, i'm talking about the ones you install on your own server and is fully customizable and you have all the administration rights, etc.

Yes WordPress is 100% free and has a huge userbase which is very helpful if you have problems.

Moveable Type is free for personal use, without tech support. the installation is a breeze though and management is simple.
