Where's the 7970x2

Power consumption only becomes a big issue when you have a weaker card that pulls more power like the 2900xt.

I don't think its out of the question to think amd could come out with a 1000 core clock 7990. There's already news that amd is boosting the reference clock on the 7970 to 1000.

Either they were waiting for nvidia to show their cards or they were waiting on the 8970.

You mean like 7990 would be? Pulling more power yet weaker than GTX690? Or 7970 currently pulling more power than GTX680? Like those cases?
That's fine for a single 7970. Not two.

Besides this point, I was talking about the 300W spec that is currently followed for PCI-e devices. GTX690 is downclocked to 915 from 1006 to meet this 300W spec.

While it's true the 690 has a 300W TDP, I'm not sure I'd say it's meeting any specs. The 2x8pin setup already violates the 300W spec (should be 6+8), never mind the fact that the 300W spec is effectively arbitrary and GPU vendors will ignore it wholesale when it suits their needs.

A 7990 would be a waste of AMD's time. Kepler's design is superior, as our good friend Charlie told us 6 years ago.

AMD should do a refresh like the 9700-> 9800 or the 3870 >> 4870. Cut power slightly, increase performance slightly, and they'll be back to even with Nvidia. As keys has pointed out, the 7970 draws more power and performs slower than a 680. What would AMD gain by trying to put together a 7990 below the 300w spec? Even if they blow past the spec, they will only match the 690 if they're lucky.

I never cared when fermi required more power, if I could afford the psu I had no problem, if the psu is a problem only then does it matter. Or for multi gpu where a single psu might not be enough like for 4 480s Oced, however we aren't talking of such xtreme stuff here

There is why when you buy a power supply, you do need to go to over kill mode to future proof.
and once more it really isn't a factor because if you need to buy a new one it may take a few weeks or months to save for it and by that time there pushing an even newer card out the door,
