TF2 is entirely different every time you play. Some teams you play against will be weak and not need that much strategy while there are some good teams you play against that need a great deal of team work. TF2 is too different and varied from L4D to even compare them with the classes to learn and such. L4D has the same 2 maps and strategies while TF2 has basically an infinite amount of maps with an infinite amount of strategies with classes thrown in. Many people just wanna shoot and kill stuff and L4D is great in that aspect. Some people don't mind learning a multitude of maps and different classes and TF2 is great in that aspect. TF2 takes a hell of a lot longer to learn than L4D.

You really do not come across sounding as if you have played a whole lot of L4D Vs. that was really competitive.
TF2 most certainly is a better game when it comes to finding a good casual pub, but when it comes to a game of balanced teams, L4D really raises the bar when it comes to intimate coordination.
