I've never used an NV5 but the Arctic Cooling NV5 should work well in your system, not only cooling the videocard but also exhausting the majority of the heat drawn off of your videocard to the outside of your case!
I've got an HIS Excalibur X800 XT IceQ II PE (uses the ATI 4 Silencer) and it works quite well. As mentioned above it cools the ATI card and vents the heat out of the case, so you aren't building up all that heat inside the case. A lower ambient temp inside your case will help your CPU fan cool the CPU more efficiently - it won't have to work as hard and will run more quietly that way.
Also, the NV5 cooler should be considerably more quiet than a stock Nvidia cooler, also lowering the noise factor. I don't know how the NV5 compares to the VF700-Cu in terms of noise.
I'm sure the Zalman VF700-Cu is a good cooler, but it won't exhaust the hot air to the outside of the case, so you'll still have more heat buildup inside the case than with the NV5.
