whoever and whomever

Email I received today said:

'Since X is leaving us tomorrow, would whomever has his card please give me a call on ---'

I did attempt to understand the rules of whomever and whoever, but I gave up trying to apply them to this

It looks wrong to me, but then it was delivered by someone who thinks bolded caps and blue font is an appropriate way to address your work colleagues, so that may have unduly indisposed me to it

should be whoever. 'who' is used when the subject of the phrase is said person ("the man, who has this card.."), if object in phrase then 'whom' ("give this card to whomever it belongs to").
